In the four years following the 1973 October War, Israel's arms purchases have transformed the military situation in the Middle East. Israel's present military advantage is the product of massive U.S. arms deliveries. Israel has been able to acquire the military capability to 1) launch a pre-emptive attack and to overcome any counterattack, and to 2) withstand attack and then turn around and destroy the aggressor's remaining force. The authors agree that the U.S. will go beyond the limit necessary to assure Israel's security, and that U.S. arms to Israel will provide it with the capabilities necessary to wage offensive war.
